Acquisition expertise is provided by PHA who work alongside radio planners to provide a complete acquisition service, including public consultation, planning permission and legal completion.
Design is sensitively customised to meet client needs by Shire Consulting, whose team of surveyors, CAD designers and structural surveyors have a reputation for effective and proactive design solutions.
Construction and commissioning expertise has been developed over 10 years, for all major network operators and is provided by Mansell’s who have developed over 5000 cell sites across the UK.
Acquire - PHA
With over 10 years experience, PHA has provided site acquisition services for telecoms operators throughout the UK and has consistently been one of Orange’s top achieving consultancies. PHA work alongside radio network planners, site owners, town planners and structural designers to deliver sites. PHA takes great care over site selection and design at the outset as it eliminates months from the acquisition programme.
Principal services offered include site searches, submission of search reports including panoramic photography, negotiation of Heads of Terms, site design, full public consultation, submission of planning applications and instruction of solicitors.
PHA has acquired almost 1000 sites including Greenfield and rooftop macrocells, building based microcells, standalone streetworks and (as part of an agreement which PHA negotiated) swap out streetworks

Design & cONSTRUCTION
Mansell delivers design services customised to the individual requirements of the telecoms operators. The design engineers work with the acquisition and planning specialists to ensure that the site selection process includes structural suitability and buildability assessments, siting, design, safety and all operational maintenance issues. Shire provides a multi-skilled team approach that is goal focused on building the right design for the right site and gives its clients a real saving in time and costs.
Experience has been gained on over 4000 sites in the UK, Ireland, Switzerland and Sweden and includes broadcast, broadband as well as cellular macrocell, microcell and in-building projects.
Mansell have worked with telecoms companies in all areas of the industry, network infrastructure, data centre’s and equipment manufacturing facilities. Developed over the past ten years, their expertise is in the construction and commissioning of cell sites for all the major network operators.
Mansell get involved early in the process and contribute their experience to influence site locations in order to avoid abortive costs for unsuitable sites. Mansell provide added value through in-house engineering services and ensure seamless coordination of the extensive M&E services requirement.
