Highways Authority Swapout Agreements

Orange PCS Limited (Orange) were in the vanguard of negotiating Lamppost Swap-out Agreements with Local Highways Authorities to enable them to swap-out and existing lampposts for one’s incorporating telecoms antennae.

Because of his background in corporate sales for Xerox, Ricoh and Hutchison/Orange themselves, PHA was asked to negotiate the first of these agreements with Hertfordshire Highways (Herts County Council).

PHA worked alongside Orange’s legal department to finalise the detailed terms that would satisfy the Council’s health and safety requirements and the necessary legal complexities.  This agreement formed the basis of all subsequent swap-out agreements.

In all, PHA completed four Swap-out Agreements within its Orange allocated geographical area; Hertfordshire Highways, Bedfordshire County Council, Luton Borough Council and Southend-on-Sea Borough Council.
